It is imposed under Article 356 of the Indian Constitution when a state government fails to function according to constitutional provisions. If the state government disregards constitutional norms or violates laws.<\/li>\n\n\n\n<li><strong>Political instability &#8211;<\/strong> If the ruling party loses the majority and no other party can form the government.<\/li>\n\n\n\n<li><strong>Riots or insurgency &#8211;<\/strong> If there is widespread violence or internal unrest, making governance is impossible.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Effects of President Rule on State Governance<\/strong><\/h3>\n\n\n\n<p>When the President&#8217;s rule is imposed in a state, the following changes take place:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Governor assumes executive powers &#8211;<\/strong> The Governor, acting as the President&#8217;s representative, takes over administrative functions.<\/li>\n\n\n\n<li><strong>The state legislature is either dissolved or suspended &#8211;<\/strong> If dissolved, fresh elections are announced; if suspended, the legislature remains inactive.<\/li>\n\n\n\n<li><strong>The Chief Minister and the Cabinet are dismissed &#8211;<\/strong> The ruling government loses its authority.<\/li>\n\n\n\n<li><strong>Parliament rules the state &#8211;<\/strong> The Central Government administers the state through the Governor.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Constitutional Provisions for President&#8217;s Rule<\/strong><\/h3>\n\n\n\n<p><strong>Article 356: Key Features<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Maximum period &#8211;<\/strong> Initially imposed for six months, which can be extended up to three years from time to time with approval from Parliament.<\/li>\n\n\n\n<li><strong>Approval by Parliament &#8211;<\/strong> The proclamation must be approved by both Lok Sabha and Rajya Sabha within two months.<\/li>\n\n\n\n<li><strong>Review after six months &#8211;<\/strong> Approval from both Houses of Parliament is required every six months.<\/li>\n\n\n\n<li><strong>Judicial Review &#8211;<\/strong> If the proclamation is misused then the Supreme Court or the High Courts can review it and quash it.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Procedure for Imposition of President&#8217;s Rule<\/strong><\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Governor&#8217;s Report<\/strong>\n<ol class=\"wp-block-list\">\n<li>The Governor submits a report to the President explaining the failure of the constitutional machinery.<\/li>\n\n\n\n<li>The report highlights political instability, loss of majority, breakdown of law and order or inability to function following the Constitution.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li><strong>President&#8217;s Proclamation<\/strong>\n<ol class=\"wp-block-list\">\n<li>Based on the Governor&#8217;s report, the President issues a proclamation imposing the President&#8217;s rule.<\/li>\n\n\n\n<li>The proclamation suspends or dissolves the state legislature and transfers executive powers to the central government.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li><strong>Parliamentary Approval<\/strong>\n<ol class=\"wp-block-list\">\n<li>The proclamation must be approved by both the Lok Sabha and Rajya Sabha within two months.<\/li>\n\n\n\n<li>Once approved, it remains effective for six months and can be extended up to three years with the approval of Parliament every six months.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Judicial Safeguards Against Misuse of President&#8217;s Rule<\/strong><\/h4>\n\n\n\n<p>To prevent misuse, the Supreme Court has laid down guidelines for imposing President&#8217;s rule:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>S.R.
