GS-2: Bilateral, regional and global groupings and agreements involving India and/or affecting India's interests.  

Context: India and Japan recently signed a Memorandum of Arrangement (MoA) on Maritime Security Cooperation, providing a framework to deepen cooperation between the Indian Navy and the Japan Maritime Self-Defense Force.

• The MoA seeks to advance practical and operational maritime-security cooperation, particularly in Maritime Domain Awareness (MDA), information sharing, Search and Rescue (SAR), and Humanitarian Assistance and Disaster Relief (HADR). 

• It also envisages stronger coordination for protecting Sea Lines of Communication (SLOCs) through naval visits, joint exercises, personnel and expert exchanges, and logistical support, including ports and maintenance and repair facilities. 

• The agreement forms part of the broader effort to deepen India–Japan defence technology, industrial and operational cooperation, including shipbuilding, defence equipment and technology, and increasingly complex military exercises.

Key Provisions of the Maritime Security Pact

• Maritime Domain Awareness and Information Sharing

• Strengthen Maritime Domain Awareness (MDA) cooperation and information sharing between the Indian Navy and Japan Maritime Self-Defense Force. 
• Share assessments of the regional and international security environment amid heightened global tensions. 

• Operational Cooperation and Maritime Logistics

• Strengthen coordination for SLOC protection through naval visits, joint exercises, and personnel and Subject Matter Expert exchanges. 
• Facilitate logistical support through ports and maintenance and repair facilities, including reciprocal provision of ship-repair facilities. 

• Maritime Safety, HADR and Specialised Capabilities

• Enhance cooperation in Search and Rescue (SAR) and HADR, including responses to maritime emergencies and disasters. 
• Improve mine-countermeasure capabilities and expand exercises through greater integration of unmanned systems, short-notice joint exercises and Special Operations Forces exchanges. 

• Defence Shipbuilding and Industrial Cooperation

• Explore joint development in naval shipbuilding and design, leveraging Japan’s technological expertise and India’s production capabilities. 
• Deepen cooperation under Make in India, including greater use of India’s production capabilities and reciprocal ship-repair cooperation. 

• Implementation Mechanism: A Director-General/Joint Secretary-level Working Group will coordinate cooperation across operational, intelligence, equipment, technology and industrial domains and accelerate implementation while respecting each country’s policies and sovereign choices. 

Significance for India and the Indo-Pacific

• Strengthening Maritime Domain Awareness: Greater information sharing can help India develop a more comprehensive maritime picture and improve responses to emerging security challenges across the Indo-Pacific.

• Securing Maritime Trade: Cooperation on SLOC protection, logistics and ship repair can strengthen the resilience of maritime trade and energy flows vital to both countries and the wider region. 

• Enhancing Operational Interoperability: More complex exercises, personnel exchanges, logistics and specialised-force cooperation can move bilateral defence engagement towards greater operational readiness and interoperability.

• Defence-Industrial and Technological Synergy: Combining Japan’s technological expertise with India’s production capabilities can support naval shipbuilding, defence technology cooperation and greater domestic defence manufacturing. 

• Supporting a Free and Open Indo-Pacific: The pact reinforces opposition to unilateral actions that impede freedom and safety of navigation and overflight or seek to change the status quo through force or coercion. It also complements India’s MAHASAGAR approach and Japan’s FOIP vision. 

Existing Pillars of India–Japan Defence Cooperation

• Institutional framework: The Japan–India Special Strategic and Global Partnership, supported by the 2+2 Ministerial Dialogue, provides the broader framework for defence cooperation. 

• Military exercises: Dharma Guardian, JAIMEX and Veer Guardian 26 provide established platforms for Army, Navy and Air Force interoperability. Japanese fighter aircraft are scheduled to participate in India for the first time under Veer Guardian 26. 

• Logistics cooperation: The Reciprocal Provision of Supplies and Services Agreement and Indo-Pacific Logistics Network (IPLN) provide a foundation for logistics and disaster-response cooperation. 

• Regional cooperation: India and Japan are expanding engagement with third countries through exercises, high-level exchanges and other initiatives, giving their bilateral defence partnership a wider Indo-Pacific dimension.
