Modi, Vance see progress in bilateral trade talks

Welcoming "significant progress" in talks for a Bilateral Trade Agreement (BTA), Prime Minister Narendra Modi and U.S. Vice-President J.D. Vance met in Delhi and reviewed plans for India-U.S. cooperation, the Prime Minister's Office (PMO) said. Mr. Vance's office said the two leaders "formally announced the finalisation of the Terms of Reference for the negotiations", even as Indian and U.S. officials were set to begin another round of BTA talks in Washington this week.

Landmark agreement

After nearly three-and-a-half years and 13 rounds of meetings, member-states of the World Health Organization (WHO) have agreed on measures to prevent, prepare for and respond to pandemics. On April 16, the Intergovernmental Negotiating Body finalised a proposal for the WHO Pandemic Agreement. The draft, de-scribed as a "generational accord to make the world safer", is now ready to be adopted next month by the World Health Assembly. The first article that all countries agreed upon was the commitment to protect health-care workers better. The most remarkable achievement was in getting every country to agree on the pathogen access and benefit sharing system. Developing countries that share pathogen samples and genome sequence data are guaranteed to get access to any diagnostics, vaccines or treatments that are developed using the samples/data.

India, China at 75- a time for strategy, not sentiment

As India and China mark 75 years of diplomatic ties, we find ourselves not merely at a commemorative milestone but also at a pivotal juncture in Asian and global geopolitics. The 1962 war remains a traumatic marker in our bilateral history, reinforced in 2020 by the deadly Galwan Valley clash, which reopened old wounds and catalysed a shift in India's China policy. No longer can engagement paper over our fundamental differences. The Line of Actual Control (LAC) remains tense, heavily militarised and vulnerable to miscalculation. Over 60,000 troops are now permanently deployed in Eastern Ladakh, while both countries continue to fortify infrastructure on their respective sides. Yet, military vigilance is only one piece of the puzzle. India's trade imbalance with China touched almost $100 billion in 2024-25; yet, Beijing is one of India's largest trading partners. Despite efforts to ban Chinese apps and restrict certain investments, we remain economically entangled.-

New pathways for India's creative economy

According to the United Nations Trade and Development (UNCTAD) report on the creative economy, Creative Economy Outlook 2024, three sectors are the main contributors of the creative economy (2022): software services (41.3%), research and development (30.7%), advertising, market research and architecture (15.5%). India's creative economy has also demonstrated significant contributions. In 2019, creative goods and services exports totalled about $121 billion, with creative services accounting for nearly $100 billion. The design segment alone represented 87.5% of creative goods exports, while arts and crafts contributed around 9%.-

A reminder to the President and Governors

As Dr. B.R. Ambedkar pointed out on November 4, 1948, "The Draft Constitution in recommending the Parliamentary system of Executive has preferred more responsibility to more stability." He amplified this position stating, "The American form of Government is called the Presidential system of Government. What the Draft Constitution proposes is the Parliamentary system... Under the Presidential system of America, the President is the Chief head of the Executive. This position stands affirmed in Article 52 of the Constitution which states that "there shall be a President of India" and in Article 153 which states that "there shall be a Governor for each State". Article 74 provides for "a Council of Ministers with the Prime Minister at the head to aid and advise the President" and Article 163 provides for "a Council of Ministers with the Chief Minister at the head to aid and advise the Governor".

U.S. tariffs: China had rerouted exports to stay on top till 2023

Trade data shows that despite facing tariff head-winds from the U.S., the world's largest importer, China, the world's largest exporter, has managed to increase its overall exports, till at least 2023. A series of tariff escalations by the U.S. on Chinese products from 2018 led to fewer imports by the U.S. from China in the following years. Despite this, China's share in global exports rose from around 13% in the years before the tariff escalations to 15% in the years following them. In January 2018, the average rate of U.S. tariffs on Chinese products was a little over 3%. By the time President Donald Trump's first term ended, the average tariffs on each others' products was around 20%, which remained the same during the Biden years as well.-

Judiciary's place atop the pyramid

Putting forth his views on the judiciary, the Vice-President talked about three major 'issues' - lack of transparency, recent judgment on Governors, lack of accountability towards the public, and its use of extraordinary powers undermining democracy. A broad-based National Judicial Appointments Commission could help make the selection process more transparent and inclusive. On the other hand, the recent verdict on Governors was well within the court's powers. And 'judicial activism' by courts, including use of Article 142 to provide 'complete justice' has benefited many in need and held the executive accountable. -

Why did China block exports of rare earth elements?

Amid the ongoing U.S.-China trade war, China has restricted the export of 17 rare earth elements that are essential materials in a wide range of industries - from being used in hard disks and car motors to superconductors and cancer treatment. With practically all REES being refined in China, this move could interrupt supply chains across many countries for a few weeks. India may not be immediately impacted by the move; besides, the government has been working on realising the country's potential in REE extraction.

Two ISRO satellites dock successfully for the second time

The Indian Space Research Organisation (ISRO) has successfully executed the second docking of the two satellites SDX01 (Chaser) and SDX02 (Target) - that are part of the Space Docking Experiment (SpaDeX) mission, Union Minister of State for Science and Technology Jitendra Singh said. Earlier this year, India became the fourth country after the U.S., Russia, and China to conduct the docking experiment. The SpaDeX mission is an important project by the ISRO. It is designed to develop and demonstrate the technology needed for spacecraft rendezvous, docking, and undocking using two small satellites.-

India imposes 12% temporary tariff on steel imports

India imposed a 12% temporary tariff, locally known as a safe-guard duty, on some steel products to stem unbridled imports, a government notification said. India, the world's second-biggest producer of crude steel, said the tariffs would be applicable for 200 days with effect from Monday. "The safeguard duty imposed under this notification shall be effective for a period of two hundred days (unless revoked, superseded or amended earlier) from the date of publication of this notification," the Ministry of Finance said. -


11.

Bullseye! Galaxy with nine rings may reveal dark matter secrets

Team of international researchers recently discovered a galaxy with nine rings. They called it a "serendipitous discovery" because previous ringed galaxies have only displayed two or three rings at best. Using the Hubble space telescope, the team confirmed the presence of eight rings, while data from the W.M. Keck Observatory in Hawaii confirmed the existence of the ninth ring. This unusual galaxy has been named LEDA 1313424 but its common name is more memorable: the Bullseye Galaxy. As evidence of this interaction, the team reported a thin trail of gas connecting the two galaxies even though they are separated by 130,000 lightyears (or 1.22 billion billion km). This is all the more remarkable considering the Bullseye Galaxy is nearly 2.5-times larger than the Milky Way with a diameter of 2,50,000 light-years. -
