Pakistan-Saudi Arabia Defence Deal

Syllabus:

Context: 

Recently, Saudi Arabia and Pakistan signed a formal mutual defence pact, formalising a defence and security partnership dating back to the 1960s. 

About the Deal

  • The pact, formally known as the Strategic Mutual Defence Agreement, was inked by Saudi Crown and Pakistan’s Prime Minister.
  • The agreement commits both countries to treat “any aggression against either of the two countries” as aggression against both. 
  • The agreement elevates bilateral military cooperation from episodic assistance to a formalised security guarantee.

Possible Reasons Behind the Pact

• Washington’s retrenchment from the region: For decades, Gulf states depended on the U.S. for security, but Washington’s pivot to Asia, reluctance for Middle East entanglements, and uneven crisis responses have exposed Gulf vulnerabilities. 

  • It is deepened by Israel’s recent attack in Qatar that exposed Gulf security arrangements.

• Pakistan’s Role as a Security Partner: Pakistan’s nuclear capability, strong military, and history of training Saudi forces provide Riyadh with added deterrence against external threats.

• Shared Regional Concerns: Shared concerns over West Asian instability, particularly Iran’s influence, drive the need for joint efforts in counterterrorism and border security.

• Broader Geo-Political Calculus: The pact reflects Riyadh’s bid to expand influence in South Asia and deepen ties with Muslim nations, while Pakistan seeks strategic and financial backing, with both aiming to balance evolving alignments like U.S.–India and Israel–Gulf ties.

Strategic Implications

  • Regional security calculus: Formalising Pakistan–Saudi ties strengthen Pakistan’s position by adding Gulf political and strategic weight, potentially shifting South Asia’s deterrence balance.
  • Nuclear dimension: Analysts note the significance of a defence pact involving a nuclear-armed Pakistan, which raises sensitivities about escalation and external involvement in a crisis. 
  • Gulf–South Asia linkage: The pact deepens Gulf security entanglements with South Asia and may affect defence diplomacy, basing, training and intelligence cooperation across regions. 
  • Diplomatic signalling: For Saudi Arabia, the agreement signals a desire to diversify strategic partnerships and project influence beyond the immediate Gulf arena; for Pakistan, it reinforces strategic reassurance and external backing. 

Implications on India

  • Economy and Energy Dimensions: India depends on Gulf states, especially Saudi Arabia, for energy and remittances; any tilt towards Pakistan could affect its interests, though strong trade ties may keep Riyadh balanced.
  • Security Risks: Deeper Pakistan–Saudi military cooperation through training, intelligence-sharing, and joint exercises could affect India’s security environment, while also enabling Pakistan to seek Saudi backing on issues like Kashmir.
  • Strategic Concerns: Saudi backing boosts Pakistan’s regional standing and complicates India’s deterrence in times of tension.
