Context: The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, released the seventh edition of the Logistics Ease Across Different States (LEADS) Report 2025 during the LEAPS Awards 2025 ceremony in New Delhi.

About the LEADS Report

  • Logistics Ease Across Different States (LEADS) is DPIIT’s flagship national benchmarking framework launched in 2018 to assess logistics performance across States and Union Territories.
  • The report evaluates logistics efficiency based on infrastructure, logistics services, regulatory environment, operational efficiency, and ease of movement of goods.
  • LEADS 2025 introduced a revised four-tier performance classification and assigned nearly 59% weightage to objective and evidence-based indicators to improve transparency and robustness of assessment.
  • The report supports the objectives of the PM GatiShakti National Master Plan and the National Logistics Policy by promoting integrated, multimodal and cost-efficient logistics systems.

Key Findings of LEADS 2025

  • Four-Tier Classification Introduced: LEADS 2025 replaced the earlier three-tier system with a new four-tier framework:
    • Exemplars
    • High Performers
    • Accelerators
    • Growth-Seekers
  • Exemplars (Top Performing States/UTs): These States and UTs demonstrated sustained excellence in logistics infrastructure, policy support, service delivery, and regulatory framework.
    • Tamil Nadu – Coastal States
    • Uttar Pradesh – Landlocked States
    • Mizoram – North-Eastern States
    • Delhi – Union Territories
  • High Performers: These States and UTs showed strong and consistent logistics outcomes across most performance indicators.
    • Coastal States: Gujarat, Kerala, Maharashtra
    • Landlocked States: Haryana, Telangana, Chhattisgarh, Bihar
    • North-Eastern States: Tripura, Meghalaya
    • Union Territories: Jammu & Kashmir, Puducherry
  • Accelerators: These States and UTs demonstrated rapid improvement momentum and reform-oriented logistics development.
    • Coastal States: Andhra Pradesh, Odisha, Goa, Karnataka
    • Landlocked States: Punjab, Jharkhand, Madhya Pradesh, Uttarakhand, Himachal Pradesh
    • North-Eastern States: Nagaland, Arunachal Pradesh, Manipur, Assam
    • Union Territories: Dadra & Nagar Haveli and Daman & Diu, Chandigarh, Ladakh, Lakshadweep
  • Growth-Seekers: These States and UTs remain at a foundational stage of logistics ecosystem and institutional development.
    • West Bengal
    • Rajasthan
    • Sikkim
    • Andaman & Nicobar Islands
  • Important Highlights:
    • Uttar Pradesh achieved the highest “Exemplar” status after being categorised as an “Achiever” from 2022–2024, reflecting significant progress in logistics infrastructure and industrial connectivity.
    • Jammu & Kashmir improved from the “Aspirers” category in 2023 and “Fast Mover” in 2024 to “High Performer” in 2025.
    • LEADS 2025 places greater emphasis on measurable indicators and evidence-based logistics reforms.
    • The report aims to strengthen cooperative and competitive federalism by enabling States and UTs to benchmark logistics performance and identify sectoral gaps.
