SYLLABUS

Context: 

Recently, the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, commemorates the third anniversary of the National Logistics Policy (NLP).

National Logistics Policy 

  • Launched on 17 September 2022 by Prime Minister Shri Narendra Modi, to reduce logistics costs, improve efficiency, and enhance India’s global competitiveness.
  • Policy is implemented through the Comprehensive Logistics Action Plan (CLAP).
  • Alignment with PM GatiShakti: Complements the National Master Plan by focusing on soft infrastructure, digitization, human resource development, and regulatory reforms.

• Key focus areas under CLAP:

  • Integration of digital logistics systems.
  • Promotion of multimodal transport.
  • Development of modern logistics infrastructure.
  • Adoption of data-driven decision-making for efficiency.

Key Targets of the Policy

  • To bring down logistics costs to 8–9% of GDP by 2030 (currently 13–14%).
  • Logistics Performance Index ranking, endeavour to be among the top 25 countries by 2030.
  • Create a driven decision support mechanism for an efficient logistics ecosystem.

Area

Achievements

Digital Integration and Transparency:

·         The Unified Logistics Interface Platform (ULIP) integrated over 30 digital systems and enabled 160 crore transactions.

·         The Logistics Data Bank tracked 75 million Export-Import containers across 101 Inland Container Depots with real-time visibility.

Logistics Performance and Assessment:

·         The Logistics Ease Across Different States (LEADS) Index was upgraded in 2024 and 2025 with new performance parameters.

·         India improved to the 38th position in the World Bank’s Logistics Performance Index, supported by the LEAPS initiative and a logistics cost study by NCAER.

Infrastructure Development:

·         Multi-Modal Logistics Parks were developed to integrate transport, storage, and customs services.

·         City Logistics Plans were issued to reduce congestion, pollution, and costs in urban freight systems.

Policy Support and Institutional Mechanisms:

·         The Service Improvement Group (SIG) and the E-Logs portal resolved regulatory and stakeholder issues.

·         The Sectoral Policy for Efficient Logistics (SPEL) finalised policies for coal and cement, with draft plans for other sectors.

Green and Sustainable Logistics:

·         The Transportation Emissions Measurement Tool (TEMT) was launched by IIM Bangalore to track emissions under ISO 14083 standards. 

·         Logistics service providers were encouraged to adopt renewable energy and green practices.

Skill Development and Capacity Building:

·         Over 100 institutes introduced logistics-related courses and more than 65,000 professionals were trained between 2023 and 2025.

·         New qualification packs, university programs, and workshops were launched to strengthen workforce skills.
