About Bhupen Hazarika

• Born on 8 September 1926 at Sadiya, Assam, Hazarika was popularly known as the “Bard of the Brahmaputra” and “Sudhakantha” (Nightingale of Assam).
• A multifaceted personality, he was a singer, composer, lyricist, poet, filmmaker and cultural intellectual, deeply influenced by Assam’s folk traditions and oral heritage.
• He studied Political Science at Banaras Hindu University and later earned a PhD in Mass Communication from Columbia University, USA.
• His early musical development was shaped by Jyotiprasad Agarwala and Bishnu Prasad Rabha. During his stay in the US, he was influenced by Paul Robeson, inspiring his iconic Assamese composition Bistirno Parore.

Major Contributions & Recognition

• Hazarika worked extensively across Assamese, Bengali and Hindi music and cinema, helping introduce Assamese folk traditions and regional themes to wider Indian audiences.
• He used music, films, radio and theatre as mediums of artistic and social expression and was associated with the Indian People’s Theatre Association (IPTA).
• He was elected as an Independent MLA from Nauboicha constituency in Assam in 1967.

Ramon Magsaysay Awards 2026

Context: The 2026 Ramon Magsaysay Award has been conferred on Tommy Koh (Singapore), Runa Khan (Bangladesh) and Bo Kyi (Myanmar) for their exceptional contributions to diplomacy, humanitarian development and human rights in Asia.

About the Ramon Magsaysay Award

• The Ramon Magsaysay Award Foundation (RMAF) was established in 1957, and the first awards were presented in 1958, in memory of Ramon Magsaysay, the seventh President of the Philippines.
• It recognises “greatness of spirit and transformative leadership in Asia”, honouring individuals and organisations whose selfless service addresses major human-development challenges.
• As of 2026, 359 laureates—331 individuals and 28 organisations from 24 Asian countries and territories—have been honoured.
• From 1958 to 2008, the Award was given under six categories: Government Service; Public Service; Community Leadership; Journalism, Literature, and Creative Communication Arts; Peace and International Understanding; and Emergent Leadership.
• Since 2009, it has no longer been given in fixed categories, except Emergent Leadership. Awardees are announced annually on 31 August, the birth anniversary of Ramon Magsaysay, with the formal presentation held in November in Manila.

About 2026 Ramon Magsaysay Awardees

• Tommy Koh (Singapore): Distinguished diplomat, international lawyer and public servant recognised for advancing international cooperation, dialogue and peaceful resolution of disputes. He chaired the Third UN Conference on the Law of the Sea, which culminated in the adoption of UNCLOS in 1982, and has also contributed to developing future generations of leaders through academia and public institutions.
• Runa Khan (Bangladesh): Founder of Friendship, which began with a hospital ship serving remote char communities and evolved into a development organisation providing healthcare, education, livelihoods, climate adaptation and social inclusion to vulnerable communities in Bangladesh.
• Bo Kyi (Myanmar): A former political prisoner who spent seven years in detention and co-founded the Assistance Association for Political Prisoners (AAPP) in 2000. International Literacy Day 2026

Context: International Literacy Day 2026, observed on 8 September, marks its 60th anniversary under the theme “Literacy for people, the planet and prosperity”.

About International Literacy Day

• UNESCO proclaimed International Literacy Day in 1966 during its 14th General Conference, following the 1965 World Conference of Ministers of Education on the Eradication of Illiteracy in Tehran; the first observance was held in 1967.
• It recognises literacy as a fundamental human right and a foundation for lifelong learning, inclusion, sustainable development and participation in society.
• The 2026 global celebration is being convened by UNESCO on 8–9 September in Chiapas, Mexico, in collaboration with the Government of Mexico, alongside the UNESCO International Literacy Prizes.

Global Literacy: Progress and Persistent Gaps

• Global adult literacy reached 88% in 2024, compared with about 65% in 1975, while youth literacy reached 93%.
• Despite progress, at least 739 million youth and adults still lack basic literacy skills; 63% are women, while over 77% live in Sub-Saharan Africa and Southern Asia.

Ex Veer Guardian-2026

Context: The Indian Air Force (IAF) and Japan Air Self-Defense Force (JASDF) are conducting Veer Guardian-2026 at Air Force Station Jodhpur from 9–22 September 2026.

About Ex Veer Guardian

• Veer Guardian is a bilateral air exercise between the IAF and JASDF; its first edition was held in Japan in January 2023.
• The 2026 edition features Indian LCA Tejas, Su-30MKI and Rafale and Japanese F-2A fighter aircraft, focusing on advanced operational missions, tactical proficiency and operational synergy.
• It includes mission-planning conferences, Subject Matter Expert exchanges, and interactions on engineering and aerospace safety.
• The participation of JASDF fighter aircraft in India for the first time is a significant step in bilateral air-force cooperation.

India–Japan Defence Cooperation

• Major bilateral service exercises include Dharma Guardian (Army–JGSDF), JAIMEX (Navy–JMSDF) and Veer Guardian/Shinyuu Maitri (Air Force–JASDF).
• In August 2026, India and Japan signed a Memorandum of Arrangement on Maritime Security Cooperation, covering Maritime Domain Awareness information-sharing, Search and Rescue, HADR, protection of Sea Lines of Communication, naval exercises, SME exchanges and logistics cooperation.
