GS 3: Land reforms in India

Context: The Union Minister for Rural Development Shivraj Singh Chouhan has launched the Operational Guidelines for Digital India Land Records Modernisation Programme (DILRMP) 3.0.

More on the News:

• • The new phase aims to move beyond the digitisation of individual land records towards an integrated, GIS-based digital land records ecosystem, improving access to land-related services and reducing land disputes and fraud.
• • DILRMP 3.0 is a Central Sector Scheme approved with an outlay of ₹565.50 crore for 2026–2031.

Key Interventions Unveiled:

From Digitisation to an Integrated Land Stack 

• Earlier progress: 99.90% of RoRs, 97% of cadastral maps digitised and 99% of SROs computerised. 
• GIS-Based Land Stack: States will integrate georeferenced cadastral maps, RoRs, property registrations and relevant court matters through APIs. 
• National Land Stack: State Land Stacks will form a federated National Land Stack, enabling interoperability and information exchange while retaining data ownership and control with respective authorities. 

14-Digit Bhu-Aadhaar for Every Land Parcel

• Bhu-Aadhaar/ULPIN: Every land parcel will receive a 14-digit unique identifier for unambiguous identification, better verification and prevention of land-related fraud. 
• Legacy Records: Land and property records will be scanned and digitally archived to preserve inheritance rights and reduce ancestral property disputes. 
• Registration Repository: A secure repository will provide registered deeds and encumbrance information for ownership verification, transaction history and property due diligence. 

• Registration Seva Kendras: 75 high-footfall SROs will be upgraded into modern Registration Seva Kendras (RSKs), modelled on Passport Seva Kendras, with improved citizen amenities and digital queue management. 
• Revenue Courts: The RCCMS will be linked directly with land records to reduce case pendency and speed up mutation settlements. 
• Urban Land Records: The NAKSHA pilot will be accelerated to create GIS-based urban land records and facilitate Urban Property Cards (UrPro Cards).

100% Central Funding and Real-Time Monitoring

• Funding: DILRMP 3.0 will cover all States and Union Territories with 100% central funding through a phased, performance-linked mechanism using PFMS. 
• Monitoring: Progress will be tracked in real time through the upgraded DILRMP-MIS dashboard under the Project Sanctioning & Monitoring Committee. 
• Digital Public Infrastructure: DILRMP 3.0 aims to build an integrated Digital Public Infrastructure (DPI) for land administration. 

Need for Digitised Land Records

• Ensure Equity: Transparent land records can support fair land reforms and protect the rights of the landless, marginalized, women and vulnerable groups, while improving access to land-related services.
• Reduce Litigation: Clear, government-backed ownership rights can minimise land disputes and reduce the burden on courts.
• Promote Development: Reliable land titles reduce transaction risks, encourage investment and enable landowners to use titles for credit and insurance.
• Improve Transparency: Digitising and integrating outdated and scattered land records with spatial databases and Aadhaar can improve accuracy, accessibility and help address benami properties.
• Better Land Management: Geospatial mapping enables accurate surveys and planning, while digital records support fair and timely compensation during land acquisitions or disasters.

Challenges Associated with Land Record Digitisation

• Language and Community Barriers: India’s linguistic diversity can limit understanding of digital systems, while community shareholdings, particularly in northeastern states, can complicate standardised land titling.
• Poor Quality of Records: Unclear land titles, outdated cadastral maps and unrecorded subdivisions can create discrepancies between official records and ground realities.
• Fragmented Systems: Land records, registration records, cadastral maps and revenue databases are maintained by different authorities and formats, making seamless integration difficult.
• Coordination and Resources: As land is primarily a State subject, coordination among Union, State and local authorities is essential; insufficient funds, staff, infrastructure and capacity-building further constrain implementation.
• Awareness and Cybersecurity: Limited awareness among landowners, buyers, sellers and tenants can hinder participation, while digitised records face risks of unauthorised access, manipulation and cyberattacks.

Way Forward

• Integrated Land Platform: Develop a unified platform linking land records with property registration, tax payments and government subsidies for seamless land-related services.
• Regular Updation and Community Participation: Ensure accurate and up-to-date land records through routine audits, drones and satellite imagery, with local communities verifying boundaries and ownership.
• Awareness and Inclusion: Educate farmers and landowners about ULPIN and digital land records through local media, community meetings and social media, while ensuring platforms are accessible to women and marginalized communities.
• Faster Dispute Resolution: With land and property matters constituting about two-thirds of all civil cases in India, establish dedicated online grievance and dispute-resolution platforms to improve transparency and track cases.
• Technology, Partnerships and Capacity Building: Promote PPP with technology companies and NGOs, invest in R&D such as blockchain for secure land transactions, and train government officials and land record officers in digital tools.
