Legal Metrology (GATC) Rules, 2025

Context:

Recently, the Department of Consumer Affairs has notified amendments to the Legal Metrology (Government Approved Test Centre) Rules, 2013, now renamed as Legal Metrology (GATC) Rules, 2025.

• The reform aims to modernise India’s verification ecosystem, strengthen enforcement, and align with metrology standards of the International Organization of Legal Metrology (OIML).
• The revised rules expand the scope of Government Approved Test Centres to 18 categories of instruments used across industrial and consumer sectors, reflecting the Government’s commitment of keeping pace with evolving technologies and industrial needs.

Key Highlights of the Amendments

• The recognition of Regional Reference Standard Laboratories (RRSLs) and National Test House (NTH) laboratories as deemed GATCs ensures a nationwide network for verification of consumer facing instruments.
• The Rules introduces clarity regarding jurisdiction permitting GATCs to verify instruments within districts and across the state and harmonize verification fees through a newly inserted Fifth Schedule.
• With GATCs undertaking verification work, State Legal Metrology Officers can devote more time to inspection, enforcement and addressing consumer grievances.

International Aryan Summit 2025 

Context: 

Recently, the Prime Minister of India participated in the International Aryan Summit 2025, a key part of the Jyāna Jyoti Festival commemorating Maharshi Dayanand Saraswati’s 200th birth anniversary and 150 years of Arya Samaj’s service to society.

• The Summit witnessed participation from Representatives of Arya Samaj Units Across India and Abroad.
• An exhibition titled “150 Golden Years of Service” will showcase the organisation’s contributions in education, social reform and spiritual upliftment.
• The summit aims to highlight the reformist and educational legacy of Maharshi Dayanand Saraswati and the role of Arya Samaj in nation-building.

Swami Dayanand Saraswati 

• Swami Dayanand Saraswati was a 19th-century Vedic scholar, social reformer and founder of the Arya Samaj.
• He is famous for challenging social evils such as untouchability, caste discrimination, child marriage, idol worship and for advocating equal rights for women and all sections of society.
• His philosophical thought was rooted in the authority of the Vedas, belief in one God, equality of all human beings and the need for compulsory national education based on the Gurukul system.
• He emphasised social upliftment through education, moral character, Swadeshi values and the idea of self-rule as a path to national awakening.

Arya Samaj 

• Arya Samaj was founded by Swami Dayanand Saraswati in 1875 to reform Hindu society on the basis of Vedic principles.
• The organisation worked actively for women’s education, widow remarriage, eradication of untouchability and social equality.
• It promoted Vedic teachings, national education, social reform and later played a role in strengthening nationalist consciousness in India.

CNAP Caller ID System

Context:

Recently, the Telecom Regulatory Authority of India has approved the rollout of the Calling Name Presentation system (CNAP) across all telecom networks.

• CNAP is currently under pilot testing and is expected to be implemented nationwide by March 31, 2026.
• Major telecom operators have begun trial runs on 4G and 5G networks.
• The feature will be enabled by default for all users unless they choose to opt out.

About Calling Name Presentation system (CNPS)

• CNPS is a telecom-based caller identification feature that displays the verified name of the caller using KYC records stored with telecom operators, instead of relying on crowd-sourced databases.

Key Features of CNAP

• The system retrieves the caller’s verified name based on KYC records maintained by telecom operators, improving caller transparency and reduce spam & scam calls.
• It will work at the network level and does not need third-party applications.
• CNAP will initially work only on 4G and 5G devices, excluding around 200 million 2G users.
• The system is expected to help users distinguish between individuals and business or telemarketing calls.
• Telecom operators will maintain a CNAM database that links phone numbers to KYC-verified names.
• Users who do not want their name to be displayed can opt out by contacting their service provider.

Rashtriya Ekta Diwas 2025

Context: 

Rashtriya Ekta Diwas 2025 marks the 150th birth anniversary of Sardar Vallabhbhai Patel with nationwide events reinforcing unity and patriotism.

• The Government of India is observing Rashtriya Ekta Diwas on 31 October to  celebrate Sardar Vallabhbhai Patel’s legacy of unifying over 560 princely states, laying the foundation of a united democratic India.
• Rashtriya Ekta Diwas 2025 features large-scale public participation through Run for Unity, Unity March, cultural programmes, and youth mobilisation activities.
• The 2025 theme focuses on Unity in Diversity, linking historical tribute with contemporary nation-building efforts.

Key Highlights of the 2025 Celebration

• The Ministry of Youth Affairs and Sports has launched the Sardar@150 Young Leaders Programme through the My Bharat platform.
• Ek Bharat Shreshtha Bharat activities will continue through inter-state cultural exchanges, student programmes, and digital outreach campaigns.
• “Run for Unity” marathon in Delhi (from Rajghat to Red Fort) featuring participation from Persons with Disabilities, students, CAPF etc.
• Infrastructure projects worth ~Rs. 280 crore to be inaugurated in Ekta Nagar during the event week.

Sardar Vallabhbhai Patel

• He was India’s first Deputy Prime Minister and first Home Minister after Independence.

Aadhaar Vision 2032

Context: 

Recently, the Unique Identification Authority of India (UIDAI) has launched Aadhaar Vision 2032 to upgrade India’s digital identity system using emerging technologies and stronger data protection measures.

• The UIDAI has formed a high-level expert committee with the aim to make Aadhaar more secure, inclusive, and user-centric along with strengthening its role in India’s digital governance.
• The upgrade will align with the Digital Personal Data Protection Act 2023 by embedding privacy-by-design principles and emerging global standards of privacy and cybersecurity. 

Key Highlights of the vision

• The Aadhaar Vision 2032 roadmap aims to strengthen the technological foundation of the Aadhaar platform.
• The new architecture will integrate AI for identity authentication and blockchain for secure data management.
• The system will adopt quantum-resistant encryption to guard against future cybersecurity threats.
• The roadmap intends to maintain Aadhaar as a trusted digital identity for welfare delivery and digital economy services.
