Parliamentary Panel Flags Decline in Urban Development Budget
Context: The Department-related Parliamentary Standing Committee on Housing and Urban Affairs presented its report in Parliament, highlighting concerns about declining financial support for urban development programmes.
Key Highlights of the Report
• The Committee raised concerns over declining budget allocation to urban development despite rapid urbanisation and recommended a new national assessment of urban infrastructure needs up to 2047.
• The report noted that the allocation for the Ministry of Housing and Urban Affairs declined to 1.6% of the total Budget Estimate in 2026–27, which is the lowest share in the past five years.
• The committee observed that this reduction is occurring despite increasing urbanisation and rising demand for urban infrastructure such as housing, drinking water supply, sanitation systems and public transport services.
• The panel highlighted a significant gap between budget projections and actual spending by the ministry.
• The ministry surrendered ₹32,291.34 crore in 2024–25 due to underutilisation of allocated funds.
• The committee also pointed out that 28.38% of the 2025–26 budget remained unspent during the last 39 days of the financial year, indicating poor expenditure planning and delayed implementation.
• The committee warned that newly emerging urban areas require planned investment to ensure balanced and sustainable development.
• The committee noted that poor forecasting of fund requirements and weak implementation capacity at the state level are leading to frequent budget revisions and surrender of funds.
• The parliamentary panel recommended that the government constitute a new High-Level Expert Committee to evaluate India’s urban infrastructure needs up to 2047, aligned with the vision of Viksit Bharat 2047.
70th Session of the Commission on the Status of Women (CSW)
Context: Recently, the Minister of State for Women and Child Development delivered India’s national intervention during the General Discussion at the 70th Session of the Commission on the Status of Women (CSW-70) at the United Nations Headquarters.
Key Highlights of the Address
• The Minister highlighted India’s progress in promoting women-led development and reaffirmed the country’s commitment to gender equality and access to justice.
• Noted "Sabka Saath, Sabka Vikas" philosophy underpins inclusive, women-led growth.
• Over 100 million women in ~9 million SHGs have transformed rural economies via leadership and entrepreneurship.
• The Minister noted that women are leading more than 1,000 start-ups supported through Atal Incubation Centres.
• Over 8 lakh women serve as directors in active companies, boosting corporate participation.
• More than 25 million rural women have received digital training under the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA).
• The Minister highlighted that the Nari Shakti Vandan Adhiniyam provides reservation of one-third seats for women in Parliament and State Legislative Assemblies.
• The Minister highlighted that about 39,000 children are benefiting from quality crèche facilities under the Palna Scheme.
• The Minister noted that more than 72% of 29 million rural houses built under Pradhan Mantri Awas Yojana are owned wholly or jointly by women.
About the Commission on the Status of Women
• The Commission on the Status of Women (CSW) is the principal global intergovernmental body under the UN Economic and Social Council (ECOSOC) dedicated exclusively to gender equality and women's empowerment.
• Established in 1946, it shapes global standards, monitors progress, and promotes rights for women and girls.
• The CSW plays a key role in reviewing implementation of the Beijing Declaration and Platform for Action, one of the most important global frameworks for gender equality.
Project GANGA
Context: The Government of Uttar Pradesh launched Project GANGA to expand high-speed broadband connectivity in rural areas while promoting digital entrepreneurship and reducing the digital divide.

• The Government of Uttar Pradesh signed a Memorandum of Understanding with One OTT Entertainment Limited, a subsidiary of the Hinduja Group, through the State Transformation Commission to expand high-speed broadband connectivity in rural areas under Project GANGA.
• The initiative aims to provide high-speed internet connectivity to more than 20 lakh households across the state within the next two to three years.
• The programme is expected to generate more than one lakh direct and indirect employment opportunities in rural areas.
• The project is designed to strengthen digital infrastructure and promote technology-driven economic development in villages.
About Project Government Assisted Network for Growth and Advancement (GANGA)
• The initiative aims to expand digital connectivity in rural and semi-urban regions of Uttar Pradesh.
• The project seeks to deliver reliable internet access to remote villages, enabling digital services such as online education, telemedicine, e-commerce, digital skilling and digital content creation.
• Under the initiative, around 8,000–10,000 local entrepreneurs will be developed as Digital Service Providers (DSPs) at the Nyaya Panchayat level to provide broadband connectivity and related digital services in rural areas.
• The programme promotes inclusive digital entrepreneurship, with a target of around 50% participation of women among these digital entrepreneurs.
• Selected entrepreneurs will receive training, financial assistance, network infrastructure support and access to modern digital technologies to operate rural digital networks.
• The project is expected to strengthen rural digital infrastructure, create technology-based employment opportunities, and support economic development in underserved districts, including remote regions of Uttar Pradesh.
• The project draws inspiration from the Ganga River, which connects and supports millions of people across northern India.
High-Energy Proton Accelerator Facility in Visakhapatnam
Context: India plans to establish a high-energy proton accelerator in Visakhapatnam to support accelerator-driven systems and advance the country’s long-term thorium-based nuclear energy programme.
