Context: Twenty-nine countries recently signed an agreement in Shanghai, China, establishing the World Artificial Intelligence Cooperation Organisation (WAICO), a new intergovernmental body to strengthen international cooperation and global governance in Artificial Intelligence (AI).

• WAICO was formally established during the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai, following China's proposal to create the organisation at the 2025 edition of the conference. 

• Headquartered in Shanghai, the organisation seeks to provide a multilateral platform for AI governance, technical cooperation and capacity building, particularly for developing countries. 

• The establishment of WAICO comes amid growing international efforts to evolve institutional mechanisms for AI governance as countries seek common approaches to regulating the rapid development of AI technologies.

About WAICO

Nature: An independent intergovernmental organisation dedicated to promoting cooperation in the civilian domain of Artificial Intelligence. 

First of its Kind: It is the world's first intergovernmental international organisation dedicated exclusively to AI cooperation and governance. 

Headquarters: Shanghai, China. 

Founding Members: Established by 29 countries across Asia, Africa, Europe and Latin America. Notable founding members include China, Pakistan, Malaysia, Myanmar, Laos, Indonesia, Kazakhstan, Russia, Brazil and South Africa. 

  • India is not a member. 

Core Objective: Promote international cooperation and global AI governance while ensuring AI remains beneficial, safe and fair for humanity.

• Key Features: 

  • Global AI Governance: Facilitates international coordination on AI governance, regulatory frameworks, technical standards and policy dialogue. 
  • Bridging the AI Divide: Promotes technology sharing, capacity building and technical cooperation to help developing countries narrow the global AI capability gap. 
  • Open Membership: The organisation is open to all countries and seeks cooperation with international organisations in promoting responsible AI governance. 
  • Guiding Principles: Operates in accordance with the purposes and principles of the UN Charter, emphasising extensive consultation, joint contribution, shared benefits and a people-centred approach to AI development.

Significance

Institutionalising Global AI Governance: Establishes a permanent multilateral platform for dialogue, cooperation and coordination on AI governance amid the rapid expansion of AI technologies. 

Greater Voice for the Global South: Seeks to enhance the participation of developing countries in shaping global AI norms, standards and capacity-building initiatives while reducing technological asymmetries. 

Promoting Responsible AI Development: Encourages international collaboration in AI research, innovation and governance to ensure AI develops in a safe, ethical and inclusive manner. 

Reducing the Global AI Divide: Supports equitable access to AI technologies, knowledge sharing and capacity building, enabling wider participation of developing countries in the global AI ecosystem.

Concerns & Challenges

Fragmented Global AI Governance: Competing AI governance frameworks led by different geopolitical blocs could result in divergent standards and fragmented global regulation. 

Balancing Innovation and Regulation: Developing common governance standards without constraining technological innovation remains a significant challenge. 

Divergent National Priorities: Differences in countries' strategic interests, regulatory approaches and technological capabilities may hinder consensus-building. 

Implementation Challenges: The organisation's long-term effectiveness will depend on broad international participation, institutional capacity and the successful implementation of agreed governance principles.
