Bharat Stage VII (BS-VII) Emission Standards

SYLLABUS

GS-3: Conservation, environmental pollution and degradation, environmental impact assessment; Science and Technology- developments and their applications and effects in everyday life.

Context: The Ministry of Road Transport and Highways (MoRTH) has proposed introducing Bharat Stage VII (BS-VII) emission standards for new passenger vehicles from April 1, 2029, followed by light commercial vehicles from April 2030 and buses and heavy-duty vehicles from April 2031.

More on the News

• Three draft notifications published in October 2026 propose a phased rollout through April 2035, inviting public comments for 30 days.

• The proposed standards are aligned with Europe’s Euro 7 norms and extend pollution controls beyond exhaust emissions to brake particles, tyre abrasion, real-world driving tests, onboard monitoring and battery durability.

• The proposals remain at the draft stage, and implementation dates and technical requirements may change before finalisation.

Understanding Bharat Stage Emission Standards

• Bharat Stage (BS) emission standards are government-mandated regulations that limit pollutants emitted by motor vehicles, including carbon monoxide (CO), nitrogen oxides (NOx), hydrocarbons (HC) and particulate matter (PM).

• India’s standards are based on European emission norms.

• The first standards, known as India 2000, were introduced in 2000.

• India subsequently implemented BS-II, BS-III and BS-IV, before skipping BS-V and moving directly to BS-VI.

• BS-VI standards came into force nationwide on April 1, 2020, tightening emission limits and requiring low-sulphur fuel with sulphur content limited to 10 parts per million (ppm).

Key Proposed BS-VII Norms

• The proposed standards cover passenger cars (M1 category), light commercial vehicles up to 3.5 tonnes (N1 category), and heavier commercial vehicles, including buses and trucks.

• The principal tailpipe emission limits for passenger cars remain largely unchanged from BS-VI. The main changes concern testing, monitoring, non-exhaust pollution and vehicle durability.

• Existing BS-VI vehicles are not subject to a proposed nationwide replacement or retrofit programme.

Key Changes: BS-VI vs BS-VII

Parameter

BS-VI

Proposed BS-VII

Implementation

Nationwide from April 2020.

Phased rollout from April 2029 to April 2035.

Vehicle categories

Existing emission requirements for applicable vehicle categories.

Passenger cars from April 2029; light commercial vehicles from April 2030; buses and heavy-duty vehicles from April 2031.

Tailpipe emissions

Prescribed limits for major pollutants.

Principal passenger-car limits retained, with stronger testing and monitoring.

Particle measurement

Minimum particle size of 23 nanometres.

Threshold reduced to 10 nanometres.

Real-world testing

Real-driving emissions testing for applicable vehicles.

On-road testing using portable measurement systems; proposed conformity factor of 1.0 for NOx and particle numbers from April 2030.

Brake particles

No comparable BS-VI passenger-car limits.

3 mg/km for pure electric cars and 7 mg/km for other specified powertrains from April 2031; 3 mg/km across powertrains from April 2035.

Tyre abrasion

No equivalent requirement.

Requirements proposed from April 2031 for passenger cars; numerical limits to be notified separately.

Onboard monitoring

Onboard diagnostics identify system faults.

Additional monitoring of actual emissions and fuel or electric-energy consumption.

Battery durability

No equivalent BS-VI benchmark.

For applicable electric vehicles and plug-in hybrids, at least 75% energy retention after five years or 100,000 km, and 67% after eight years or 160,000 km, whichever comes first at each stage.

Vehicle information

Existing vehicle information and diagnostics.

Environmental Vehicle Passport showing emissions, fuel consumption and battery health.

Significance of BS-VII

• Reduction in Air Pollution: Smaller particles and harmful emissions will be better measured and controlled.

• Control of Non-Exhaust Pollution: Brake-particle and tyre-abrasion limits will address pollution from all powertrains, including EVs.

• Real-World Compliance: On-road testing and onboard monitoring will improve emission compliance during actual vehicle use.

• Battery Durability: Battery-retention benchmarks and the Environmental Vehicle Passport will improve information on battery health and vehicle emissions.

Challenges or Issues in BS-VII

• Higher Compliance Costs: Advanced technologies and testing could increase vehicle prices, particularly for affordable cars.

• Short Preparation Time: The April 2029 deadline could disrupt vehicle launches and limit manufacturers’ preparation time.

• Impact on EV Development: Upgrading existing vehicles could divert engineering resources from EV research and development.

• Technical and Infrastructure Challenges: Unfinalised technical limits, testing requirements and inadequate specialised facilities could complicate implementation.

Way Forward

• Finalise Clear Standards: MoRTH should finalise emission limits and testing procedures after considering public comments.

• Ensure Adequate Transition Time: Implementation timelines should reflect technological readiness and manufacturers’ investment needs.

• Strengthen Testing Infrastructure: Testing facilities, portable measurement systems and trained personnel should be expanded.

• Promote Affordable Technologies: Support research in cleaner technologies alongside transparent monitoring and effective enforcement.
