NITI Aayog Unveils Data Centre Evaluation Framework to Help States Plan for Sustainable Growth

SYLLABUS

GS-3: Indian Economy and issues relating to planning, mobilization, of resources, growth, development and employment; Infrastructure; Science and Technology- developments and their applications and effects in everyday life.

Context: NITI Aayog’s Frontier Tech Hub has released a framework to help States evaluate data-centre investments against infrastructure readiness, resource sustainability and long-term economic value.

Need for the Framework

• Rapid expansion: India’s data-centre capacity has grown from approximately 375 MW in 2020 to around 1.5 GW, driven by demand for Artificial Intelligence (AI), cloud computing and high-performance computing.

• Resource pressures: Data centres require substantial electricity, water, land, connectivity and supporting infrastructure, potentially placing pressure on local resources and existing users.

• Investment readiness: States need to assess infrastructure gaps, resource availability and economic benefits before committing public support, rather than competing solely to attract investment announcements.

About the Framework

• Developed by NITI Aayog’s Frontier Tech Hub with inputs from industry, MeitY, the Ministry of Power and DPIIT, the framework provides common parameters for evaluating data-centre proposals.

• It assesses projects across five pillars:

  • Power and Energy: Grid readiness, infrastructure augmentation, renewable energy, storage and energy efficiency.
  • Water and Cooling: Long-term water availability, basin-level stress, cooling technologies and protection of existing users.
  • Siting and Environmental Sustainability: Site suitability, climate and community risks, waste management and decommissioning.
  • Economic and Strategic Value: Net economic contribution, domestic procurement, employment, skills and research and development.
  • Policy, Governance and Implementation: Clear responsibilities, streamlined approvals, monitoring and accountability.

• Nature of the framework: It is a decision-support tool, not a uniform regulatory mandate. States can adapt its principles to their priorities and resource availability, while the Centre can support implementation through common standards, guidance and templates.

Key Recommendations

• Verify infrastructure readiness: Assess campus-level electricity demand, grid augmentation and net grid draw before approving additional capacity. For facilities above 20 MW, the framework recommends automated demand-response readiness, subject to applicable grid-code requirements.

• Protect water resources: Prepare a 20–30-year seasonal catchment water balance, assess competing demands and protect existing users. Consider treated wastewater, rainwater harvesting and, where feasible, desalination in water-stressed locations.

• Plan sustainable locations: Develop data-centre-ready zones after assessing land, power, water and connectivity. Evaluate long-term climate and community risks, identify high-risk areas and require lifecycle plans for electronic waste, batteries and decommissioning.

• Link incentives to measurable outcomes: Assess economic benefits net of State support and link incentives to verifiable milestones for employment, domestic procurement, renewable energy, resource efficiency and technological capability.

• Improve governance and monitoring: Establish time-bound digital single-window clearances and a State-wise Data Centre Approval Matrix. Strengthen monitoring of project commitments and standardise the measurement and reporting of Power Usage Effectiveness (PUE), Water Usage Effectiveness (WUE) and Carbon Usage Effectiveness (CUE), aligned with applicable Indian Standards.

Significance and Expected Outcomes

• Investment facilitation: Early identification of infrastructure gaps can reduce implementation risks and improve the predictability of project approvals.

• Resource sustainability: Advance assessment of electricity, water and environmental constraints can help protect local infrastructure and communities.

• Economic and technological gains: Performance-linked incentives and greater domestic participation can encourage employment, innovation, indigenous technology development and a stronger domestic data-centre ecosystem.
